Just like campaigns, clinics must be edited in order to authorize and enable them before they can be used in the system. An important detail to keep in mind is that when selecting a country, if that country does not have registered states, the fields will automatically switch to manual entry instead of a selection list. This behavior for the country, state, and city selectors applies to all forms in the system where these fields are present.
