He is the Chairman of the Federal Reserve, the most powerful financial regulator on earth, invited to receive a prize for distinguished public service from a company that has been falsifying its financial statements for five years. He gives his speech. He does not mention the company once. Nineteen days later, that company files for the largest corporate bankruptcy in American history. The award still exists, the company does not.
