Public health officials and medical societies have long urged states to allow over-the-counter sale of syringes in pharmacies and/or allow drug users to exchange used needles for sterile ones in the hope of preventing disease. States that offer syringe services programs (SSPs) have reported considerable success in reducing the percentage of AIDS and hepatitis C cases caused by infected needles
