Every initiative gets a delivery confidence score from zero to a hundred. It combines four signals: how much work is done, whether the completion velocity will finish on time, whether scope is stable or churning, and the quality audit score. The weights come from the UK Government's IPA delivery confidence framework. Green is seventy-five and above, amber fifty to seventy-four, red below fifty.
