Providers would offer a set top box to decrypt the signals, allowing people to actually view the content they paid for. Of course, there were pirate cable boxes some people would use to decrypt the signals, hence bypassing the payment. Encryption itself is the practice of making something unreadable without the proper key or algorithm.
