I think it depends on the situation. In many cases, schools and workplaces should encourage people to use bikes or public transportation because it is better for the environment. However, some people live far from stations or bus stops. For those people, using a private car may be the only practical option. Therefore, I think they should allow some flexibility depending on people’s situations.
