So why don’t powerful nations take direct action? The answer is simple: risk. If a war starts, there’s always the possibility that Kim Jong Un could order the use of nuclear weapons. And once that happens, the consequences could be catastrophic. Starting a war might be easy… but controlling it could be nearly impossible.
