I think this is a good policy. First of all, safety is the most important thing at large events. People often get very excited at concerts or performances, and sometimes that can lead to dangerous situations. If everyone has a seat, it is easier to control the crowd and prevent accidents. For these reasons, I think this policy is reasonable.
