Despite the substantial progress made in real-time object detection, several unresolved issues con- tinue to limit the performance of detectors. One key challenge is the formulation of bounding box regression. Most detectors predict bounding boxes by regressing fixed coordinates, treating edges as precise values modeled by Dirac delta distributions.
